Hanoi incubator is an entreprise which assists startups in running their businesses. They provide several services and facilities like office space, equipment, mentoring/training assistance, advices, and capital to new businesses that are just getting started.

  • FIIS:

This incubator is located in the campus of the Foreign Trade University and helps student to transform their project idea in a real project. They will make or improve their business-model, give them the chance to realize a prototype and do a market analyse to see the potential of their project. Added to those services, they also finance some projects and provide a co-working place.

Interview with FIIS :

– What are exactly your activities ? “FIIS started their activities last year in 2017. They help students who have a project idea. They select the best and most talented projects to finance them and help them since the beginning. They follow them, provide them business model, do a prototype of their project, test the potential of their product on the market and give them a networking of professionals”. To resume they transform an idea in a real project. This year, they help 7 projects. They are going to open an opens pace in few weeks in the FTU campus.

-Why should students go to this incubator ? Firstly because government is promoting its Science, Technology and Innovation strategy and want to support innovative projects and structure in the next years. More, students can be lost in the development of their project and the processus to implement the strategy test the market, the potential of their product and they usually need resources. In tis aim, FIIS provide them the resources to make their project real.

  • HBI-IT :

This is the first incubator in the information technology field set up by the municipal People’s Committee and managed by the city’s Department of Information and Communications. It’s been made to build an ecosystem that support, promote and connect start-ups.

They provide:

– technologic equipment to make their product

– training in communication, marketing and development of products

– possibility to be financed and get funding from local and international investors

  • 5 Desire:

5DESIRE is an Incubator and Consulting firm focusing on information and communication technologies.

A limited number of the best start-ups are chosen by 5DESIRE Lab to participate in an incubation program focusing on product development, technology, business strategy, etc. During this incubation process, 5DESIRE works intensively with these budding companies to enable them to thrive and flourish by themselves.

Is Hanoï innovative or not ?

We cannot answer to this question in a simple and radical answer.

On the first hand, we can say Hanoi is an innovative city. The innovation may easily be found everywhere in Hanoi, for instance: innovation start-up/ innovation companies (Apota, Cococ); innovation in banking activities (TPBank LiveBank); innovation communities (Co-working Space, Creative Lab Project, Hanoi Creative City); innovation education (USTH, MPIE). It is the results of government’s efforts to develop the innovation in the recent years. The government understand that sciences, technologies and innovations are important for the development of the city then they plan to foster an ecosystem of start-ups. But how it acts in this way?

Actually, to support innovation, government gives support to innovative structures like the accelerator VSV (Vietnam Silicon Valley) that helps start-ups to get a networking with investors in this aim to have enough money to launch their project. Moreover, Hanoi People Committee is setting up a strategy up to 2020 to encourage and develop innovations of science and technology. For example, they decided to establish the Hanoi Foundation for Science and Technology Development in charge of financial support for the innovative project. Other structures like FIIS, the incubator of the Foreign Trade University, finances and helps several projects a year (which are selected by their jury) from students to develop innovative projects.

In another hand, Hanoi could be described as a non-innovative city regarding the fact that Innovation only involve few people or groups/start up. The reality of the Hanoian population is really far of the aim of Innovation and we could affirm that the most part of the population in Hanoi don’t know anything of the innovation in their city. They don’t even know what could be the impact of this kind of economy. To be innovative, a city as to provide this aspect to the largest part of the population and involve them concretely in it.

In conclusion, although there are still some disadvantages factor such as lack of financial resources, lack of advanced technologies, etc., we strongly believe that Hanoi is extremely potential to become an innovative city and also on the right track to head this target in the near future.

How Hanoï has an overview of international technologies and participates in innovation ?

As the “Vietnam’s science, technology and innovation strategy 2011-2020” article says, Vietnam pays more and more attention to Sciences, Technologies and Innovation. In fact, in May 2016, the government approved the Proposal 844 -on Development of National Innovation and Entrepreneurship Ecosystem Toward 2020- giving to cities the opportunity to develop their innovation ecosystem.

I agree with the article that Vietnamese government give access to innovation in making international partnerships and supporting cities in their steps. Hô Chi Minh, the economic capital of Vietnam is well known for its number of start-ups that increase every year. But what is going in Hanoï ?

In fact, Hanoï is much more innovative that I expected and give a particular attention to sciences and technologies. Indeed, the government provides fund to the University of Science and Technology (HUST) and open its network to realise partnerships between HUST and many different universities. You won’t believe it bu HUST is a member of seven organizations and international university networks, organizes more than 20 international conferences and workshops annually, is part of a variety of international research projects and so on. French universities, ASEAN-UNINET, ASEAN-SEED-Net, South East Asia Technical Universities Consortium, the list of partnerships with foreign universities is broad.

The innovation policy in Hanoï offers to the city the opportunity to develop the innovation. Those partnerships, between universities, means an exchange of students, more facilities to develop the research and teachers from all around the world.

Another example will be the incubator at the Foreign Trade University called FIIS : FTU Innovation and Incubation Space. In fact, this incubator, supported by the government, helps the students to launch their projects, including scientific and technological projects. The best promising projects will be financed (in part) by the incubator. It’s a way for the government to promote innovation but also to push students to innovate in helping them in their ambition. Those initiatives help the country and the capital to develop the economy and promote innovation.

How Vietnamese government promotes Science, Technology and Innovation?

The article (Vietnam’s science, technology and innovation strategy 2011-2020) shows the importance of policy and governance when a company wants to launch a Science Technology and Innovation (STI) strategy regarding the rapid development of technologies. It gives a comparison between the French and the Vietnamese STI policy framework, their strengths and weaknesses.

The key point of this article is the fact it exists methodological instruments to make a decision and try to adopt a good STI strategy.

The French national strategy – concerning the development of S&T technologies – is to empower a new industrialization in order to create a stronger economy in the country. In this way, the promotion of the technology is most of the time focusing on the financial aspect. The fact is the France don’t use efficient tools to predict and control new technologies and there is not enough communication between actors.

What kind of tools could make sure the S&T strategy is understand by actors ?                What kind of tools could measure the talent, the quality of the innovation or to create a network instead just the financial aspect ?

So how can we promote in a better way a technology ? Let’s see the Vietnamese strategy to implement sciences, technology and innovation.

Taking into account of the quick and unpredictable technological changes and societal development, Government try to focus on their impact and the measurement of those economic growth. In this way, they use three methodologies to make a decision concerning the launching of a STI strategy :

  • Technology forecasting which evaluate the usage of the technology and its potential in the future.
  • Technology assessment which evaluate the potential of the STI. What will be the opportunities, how can it help to resolve societal problems ?
  • Technology Foresight which includes themes and stakeholders to evaluate the social, economic and environmental aspect of the S&T.

After using those methodologies, they can promote STI in showing specific characteristics what are they launching. This article shows that Government and STI policy are really important to implement new sciences, technologies and innovations because they give opportunities to cities to develop the economy of the country.
